Homeowner Rehabilitation Loan Program


The City of Eugene has low-interest loans available to low-income homeowners for the purpose of correcting factors that affect the structural integrity of the home and threaten the health and safety of the occupants. Applications for the Owner Rehabilitation Loan program are accepted on an ongoing basis, as long as funds are available.

Eligible Repairs 

  • Accessibility improvements
  • Electrical/plumbing repairs
  • Install/repair roof
  • Insulation/storm windows
  • Interior/exterior painting
  • Replace heating system
  • Repairs must include one major system upgrade such as a new roof, whole house electrical, plumbing or HVAC (except when 10% of improvements are for accessibility)
  • Structural repairs

  Property Guidelines

  • Maximum LTV is 90%
  • Property must be applicant’s residence with Lane County Assessor’s Real Market Value (RMV) of less than $260,839
  • Pre 1978 housing must comply with HUD’s Lead Based Paint compliance requirements
  • Property taxes must be current
  • Reverse mortgages and Sr. Tax defferals are not accepted

    • Residence must be within Eugene city limits
    • Your household income falls below the low-income guidelines and borrower qualifies as credit worthy and with acceptable debt to income ratios:
