SEN BOARD MINUTES – JUNE 7, 2018

EBEN FODOR’S PRESENTATION ON C2 AREAS

Eben gave a report on the need for the code to change on C2 (community commercial) properties- especially near residential areas.

SEN area has 4 such areas- 30th and Hilyard, 40th and Donald, a strip along East Amazon and one along Hilyard from 33rd- to 36th.

He suggested that the board write a letter to city council explaining our concerns and suggestions for code change and encouraged us to contact other neighborhood boards in South Eugene to do the same.

William will work on crafting a letter. Kit will contact the chairs of other neighborhood boards.

Eben was especially concerned about building heights, setbacks, and compatibility with the existing neighborhood. Betty Taylor asked for a work session on this topic. It’s been scheduled for June 20th. The board voted unanimously to send comments to Council suggesting changes to C2 zoning.

FAWN LILY RISE (WOODS ON WEST  SIDE OF TUGMAN PARK HILL)

A new neighbor to South Eugene- Mathew McNatt came to the board meeting and said he would like to create a “fitness forest preserve” in the woods on the west side of Tugman Park Hill. He said he had already talked to the city about his idea and was hoping that funding could come from monies set aside for neighborhoods. He would like to come to the next meeting and give a presentation.

NORTHWEST NATURAL GAS PIPELINE IN SOUTH EUGENE

A 12 inch pipe is being installed from Bloomberg Rd to Ferry Street. Construction will start at the end of June but staging and crew gathering may start as early as June 11th.

NW Natural will send a letter to 700 neighbors living close to the pipeline route. (Dennis read the letter at the meeting.) Trees on the south side of Amazon Park will most likely be taken down. Should that occur the Parks Dept. will replant this fall with large trees. Construction is slated from June- Oct or possibly November. The reason for the new pipeline is system stabilization and to extend natural gas to more customers in South Eugene. A small bore pit shed will be put in the corner of the park and the pipeline will run 46 ft. under Amazon Creek.

Also the pipeline will extend 600ft south from 30th on to Ferry .There are more unanswered questions like why is this necessary , What is NWNG doing to protect the creek, will there be a safety valve in case of earthquake and more. Emily will find out the answers and Dennis will send info to Kyrstal and Lynne to post on social media.

3049 WILLAMETTE AND CC&R’S (Covenants, Conditions and Restrictions)

The board discussed the importance of this property in the SEN neighborhood. Although it meets the requirements of the Metro Plan to upgrade from R1 to R2 it violates the Rosedale Amended CC&Rs which allow only single family dwellings unless a majority of home owners in the area agree that a change is ok. The board recognizes the need for some density but want to determine whether CC&Rs are sufficient to protect neighborhoods from destructive code changes.

Christine Sundt has hired a lawyer and has contacted the owner (St Clair reality Co). She thinks those who want more density are looking at older affordable houses as potential sites for redevelopment. This property falls into this category.

The city says this is a civil issue. Emily will send Lynne a copy of Christine’s article about CC& R’s that was published this year in the guard to inform neighbors about this topic. She’ll also send William’s guide on how to determine whether there are CC&Rs that govern any given property. Both of these will be published in the newsletter. Emily will craft a letter to the city informing them that we are aware of this situation and are watching the process. (All present agreed to this)

PARTY IN THE PARK AT TUGMAN JUNE 19TH 5:30-7PM

The city did not reach out to the board about this. Dennis checked in with the city and he will set up a table for SEN to talk to neighbors.

OUTREACH FUNDS BEFORE THE END OF JUNE

SEN has $5600 in outreach funds from the City for this trimester. On July 1 all funds not used by the neighborhood will be redistributed among all the neighborhoods along with the next trimester’s allotment.
